Wali Arabic
There are two Arabic words and relatives sharing the same root (WLA) meaning govern or be close to and transcribed by Wali.
- Wali ( Arabic : Wal in pl. wala) (long first syllable, second syllable short): prefect governor proconsul viceroy. In Turkish this title says Vali ;
- Waly (Arabic: waly pl. Awly ) (first syllable short, long and accented second syllable): protector, patron, friend of God; guardian who serves as spiritual guide. The Koran invites his friends to choose ( awly) among the believers Wali
In Arabic-speaking countries the wali runs a wilaya ( Arabic : ).
In the countries of the Turkish vali runs a Vilayet ( Turkish : vilayet) .
Wali: Governor
It bore the title in the Middle Ages the Arab governors of Al-Andalus and those of Sicily before the introduction of the emirate.
Wali: Warden
- In Algeria the wali is the representative of the state in the wilaya , he was appointed by presidential decree.
- In Tunisia , the wali is the official head of a governorate.
- In Morocco , since the reform of the regionalization of 1997 , the wali is a regional prefect, prefect of the sixteen regions of the country, see Branch affairs.
Waly
Waly Saint
The closer to Allah (waly Allh) is the equivalent of the saint. It is distinguished by his great qualities of soul, a certain asceticism and renunciation of material but also a great degree of piety. He lends clairvoyant and a power of blessing. Morocco in particular the marabout (Murabit ) are recognized local saints whose tomb is the subject of a popular cult. This cult of saints is opposed by some Sunnis who see it as a form of polytheism , bringing out the person who practices of Islam.
For Shiites, `Ali is the greatest waly: he is the friend of Allah, his lieutenant (sometimes translated as regent) The Imams who succeeded him will also be invested with this quality of "friends of Allah" ( walay, ). They do not directly receive the divine message of the angel's mouth like Mohammed, but they are his inspiration in a dream.
Waly: Guardian
In Algeria
According to the Algerian family code of 1984, the marriage is contracted by the consent of the intending spouses, the presence of marriage guardian (wali) and two witnesses and the provision of a dowry. The tutor is usually the father. It can not prevent the person under his guardianship to marry if she so desires and if it is beneficial. It is forbidden to compel the marriage of minors under his tutelage even he can not marry without his consent.
The revised Family Code made in 2005 to revise those provisions, women no longer need the consent of a guardian to marry. It requires only that a wali of his choice being present at the wedding. The wali acts as protector present when the woman entered the marriage itself .

Former Moroccan personal status code stipulated that the woman may not contract marriage itself, it must necessarily pass through a man (wali), whom she was instructed to marry. The matrimonial stakes were not freely chosen by the bride, the marriage guardian is the closest male relative of the bride. The old code of personal status and inheritance, in Article 11, quoted in order of priority. However, the same code states that no woman to marry without the assistance of a guardian, the guardian has no authority to refuse to marry a woman or, conversely, to compel, and that it is mandated for a specific act and its role should be limited to serving as an intermediary to convey the grantor's consent to marriage.
The new code of personal status cancel these arrangements, the presence of the wali becomes not only necessary for a minority of both spouses.
Waly: Ombudsman
The Diwan al-Madhalim (Diwan al-Mazalim ) is the office of complaints about the administration of Morocco. Established in 2001 , this office is headed by the Wali al-Madhalim (waly al-Mazalim ).
