Summary

History

First relocations university

IUT de Nimes, the first university in the city relocation

The first open university structures in Nimes are components of the University of Montpellier , then after 1969 , the three universities in Montpellier. The first departments of IUT opened in 1968 , and the same year, a capacity in law is open. This last instruction is completed in 1971 by opening a full undergraduate law. The city has also since 1972 a full course of medical studies. IUT IUT becomes a full-year 1992 .

Towards the establishment of the university

In the early 1990s , several local governments express their favors on the proposed establishment of a university to Nimes. In 1990 , the regional pattern of land use and development of the territory of Languedoc-Roussillon is in line with a full University, and a parallel with the creation of the University of Perpignan , which had allowed her time to prevent student departure to the neighboring region. In 1995 , the regional pattern of higher education and research acknowledges the spirit of local communities, also supported the establishment of a university: "The creation of a full University is an old claim the business community and elected Nmes, but it is now necessary with a particularly urgent at a short notice. " The same year, the mayor of Nimes says it wants to go to university by 2000 in Nmes to Nmes University .

Unlike the political powers, most universities in Montpellier at that time are opposed to the empowerment of their structures Nimes. For Montpellier I , the creation of a university in Nimes meant the division of the Faculty of Medicine, and thus reducing its numerus clausus. For Montpellier II , the situation was ambiguous, because it recognized the identity of Nmes department's Faculty of Science, while also opposing the creation of a full University. The lack of research team made it difficult to Nmes the formation of a Faculty , and otherwise it would have meant the joining of the IUT de Nimes, the height of 1000 students at the time and research potential important for the university. Finally, to Montpellier III , the only local university supports an independent university in Nimes , opening lessons in the city allowed to decongest the main campus after a sharp increase in its workforce. For these reasons, universities mother did not coordinate their actions on the site of the new university .

Implementation Project

Several scenarios are envisaged for the creation of the new university, and in 1995 , 1998 and 2000 , three missions are implemented by the Ministry of Education to study their feasibility .

A draft of "university of the great delta" is formulated, which plans to meet project site Nmes with the University of Avignon. The proximity of these two cities and Arles, as well as success stories of multi-university established in previous years are that the project is supported from 1997 by the Presidency of the University of Avignon , which hopes to surpass the threshold of 10 000 students, but also by the Ministry of Education in a ratio of 2000. However, opposition to this project is strong because the cities concerned, on the border of two regions, three departments, and two academies, depending on different administrations , but also because the project could go to a form of annexation of the site of Nimes by the University of Avignon, founded in 1984. From 2000 , this project is rejected .

A draft "University of Nimes is also made with two possible approaches. A university is thus proposed as thematic mission of 1995 , centered on the theme of "Science of the valuation of assets, but it is rejected by the university in Montpellier. They criticize this project for not a topic insufficiently consistent with school projects as defined in the four-year contracts, and also fear of having to abandon some of their skills and their disciplines. The Department of Education offers 1999 a different approach by including Nimes in a list of six cities where it proposes to create technological universities , but the project remains at that time no further .

Finally, in a report of 2000 the Ministry of National Education, two emergencies are highlighted on the site Nmes at the time, namely, give it an identity and autonomy, but also to find a legal solution and institutional. The status of EPA is then favored, and it is born by a decree of 16 April 2002 , attached to the universities of Montpellier .

Creation and development

The University Centre for Training and Research

Medicine remains attached to the University of Montpellier 1

The center was established in 2002 as a minimum, and do not meet all the academic components present in Nimes. Neither the IUT of Nimes , or the antenna of Medicine from joining the EPA , an IUT can not, according to French law, be attached to this type of structure .

Difficulties arise also with the universities present at Montpellier. The EPA remains attached to these universities, and thus depends on the direction of his own two councils, as well as nine tips from the three universities in Montpellier. Thus, when requests for authorization of the literary industry to the academic center of Nimes are forwarded to the Department via the University of Montpellier III , they all have an unfavorable opinion of the latter. In July 2003 , none of the conventions that the center should be concluded with each of its connecting universities is approved by it, posing particular problems for the validation of diplomas or the organization of research . Conflicts also arise about the allocations that universities receive from the Department based on the number of students enrolled, the universities of Montpellier refusing to repay the center Nmes allocations received in 2003 for its students .

University

The institution achieves the status of university by Decree No. 2007-733 of 7 May 2007 . She also entering the extended powers the 1January 2011 , and should adopt its final status in 2012 . She participates in the project PRES Universit Montpellier South of France with the status of associate member when it is launched in 2009 , as well as tenders in which it participates in the large loan .

The university sees as common in 2010 reappear in Nimes the project to establish a second university, as a university of technology, supported by the University of Technology of Troyes and by the member Yvan Lachaud , but rejected by several members of the university .

In December 2009, additional agreements were signed, extending the network of the university in American countries ( Cuba , Florida ), from Africa ( Algeria , Morocco , Central African Republic ) or Asia ( Iraq ) .

The number of students affected by these protocols is variable. Twenty university students are enrolled each year at a university partner, Quebec is home to almost half of them. Inward mobility is lower, with the coming five years, from 2005 to 2010 , a total of 23 students . Of this population incoming those from an exchange Erasmus represent the period 2 003 - 2 008 between 0 and 0.47% of university students, which has placed the establishment between the 69th and the 82nd place French universities for this type of agreement . Teachers are also involved in these exchanges. The foreign personnel may rely on funding from the region , and a dozen teachers were welcomed by the bias between 2006 and 2010 .
