The University of New Caledonia (UNC) was established by Decree No. 99-445 of 31 May 1999. It is a public institution with scientific, cultural and professional (EPCSCP), governed by the law of January 26, 1984, known as the Savary law , like all French universities, particularly in Articles 71 , 72 and 73 created by Article 14 of Law No. 96-609 of 5 July 1996 laying down miscellaneous provisions relating to overseas . Modifications were made by Ordinance No. 98-582 of 8 July 1998 , ratified by Act of 28 December 1999 , including Article 1 of the order listed in Article 3 of the Act of 1999 which amends Article 72 of the Savary law regarding community representation on the board of directors and inserts section 74 which provides for the organization of a quarterly conference of research between the two territories New Caledonia and French Polynesia. The university is under the supervision of the Ministry of Higher Education and Research , at least until the application of the law Pcresse.

Governance

The University of New Caledonia has chaired since July 27th 2007 by Jean-Marc Boyer, associate professor of physics and former 1st Vice-President of the University 2005 to 2007. He is assisted by three vice-presidents: the first two are teachers, one of which supports education and the other in charge of tutoring, and finally a student vice-president.

The president of the University is also one of the board of directors and scientific advice.

The Board of Directors consists of 37 members, including 7 people from outside (3 representatives of the Congress of New Caledonia , 1 of the Territorial Assembly of Wallis and Futuna, 1 from the University of Auckland , Director General Nickel Company or its representative, the Special Adviser for Research and Technology High Commission ), 6 representatives of university professors , 5 of the lecturers , 1 of lecturers, 6 students, 3 of IATOS and 9 members (the center's director IRD of New Caledonia , one of the IUFM Pacific heads of three departments of the university, the Centre's resources IRC, that of the Common Service Documentation CPC and the secretary general and the chief accountant of the university). The High Commissioner of the Republic in New Caledonia and the Vice-President of New Caledonia also attend meetings of the board without being members.

The Scientific Council is composed of 29 members, including 6 external members (1 representative of the Congress of New Caledonia , that the government of New Caledonia in charge of sector research , the director of one of four state-owned economic development, territorial or provincial directors of two local research organizations, the representative of one of the partner universities of the UNC), 8 representatives of university professors and the like, 4 staff representatives accredited to supervise research , 4 personnel equipped with a doctorate , 1 other teaching staff and researchers, representatives of two engineers and technicians, 1 administrative staff and three students from three university graduate. Are also members, the director of CPC , the secretary general and the chief accountant of the university. Finally, the project manager for research and technology at the High Commission is a permanent guest.

Structure

The University of New Caledonia is not divided into UFR but directly into four departments:

Law, Economics and Management

Conducted by Anne-Marie Gavard lecturer in private law , it has its secretariat at the site of Educational Nouville - Workshop.

The department offers two licenses , divided into three years and six semesters of study:

In addition, UNC has committed to a partnership with the School of Greater Noumea, located in the district to Koutio Dumba to create from the start of 2009 preparatory classes for grandes coles (CPGE) that would allow its prepare all students for both the BA in Economics and Management and the entrance to the Ecole Normale Superieure de Cachan (ENS Cachan) .

Until the end of 2005 , the department also offered a master's in public law. Since the LMD reform , the master no longer exists. However, UNC has received certification to soon open three new masters :

  • Master 1 research criminal law and judicial career. Open from the start of 2009 , it will allow students who will continue their studies validate two masters at the University Montesquieu Bordeaux IV , either in Master 2 research criminal law and criminal science , is also of two specialties Master 2 professional (legal dispute - law enforcement of sentences or human rights) .
  • Master 1 research public law and local government , open from February 2009.   • Professional Master of International Management Company, heavily sponsored by the Government of New Caledonia and the South Province , carried out in two years and 4 semesters of lessons in Noumea and numerous internships abroad. This new professional master will be opened in collaboration with HEC .

Finally, is affiliated with the Research Laboratory Department legal and economic (Larji) which has the status of host team No. 3329 (EA 3329).

Arts, Languages and Humanities

It is headed by Michel Wauthion, senior lecturer in language sciences , and has its secretariat as well as teaching the essentials of his teachings and offices on the site of Magenta.

This department has 5 licenses:

  • in history and geography : the courses are entirely common during the first year. During the 2nd year, lessons are divided into three possible paths depending on the desired continuation then by the student: the standard curriculum history or geography for those who wish to continue then eventually to a master and the student is therefore more specialized in one of these two subjects, the standard curriculum CAPES for those following this contest and therefore includes courses in history and geography and a standard curriculum of schools teaching staff who joined in addition to language lessons and letters.
  • in modern literature : it also splits into three courses in Grade 3:CAPES , teaching staff of schools and curriculum "French language" for an opening to a master and a strong interdisciplinary degree in English with the same type.
  • in English : the second year, the license is split into two: one type CAPES and type Professorship School - French language. " Grade 3, the last training divides in turn into two.
  • in languages, literatures and civilizations regional (LLCR): it splits into Grade 3 in two configurations: a type "Education" and type "Science of language." Required by the Noumea Accords , this license is intended to train specialists and teachers of Kanak languages.

In addition to that Masters :

  • A professional master in geography , called Spatial Development and Planning (DEVTAT), opened in 2005 , declined in 2 years. This Masters is open to continuing education.
  • 1 master multidisciplinary research (especially history , geography, human anthropology , literature, local), entitled "Space, Society and Literature of the Pacific Worlds" (ESLMO) , whose opening was obtained in 2008 to 2009.

Finally, the department has two laboratories for the status of host teams: the Institute of Pacific and Australasian Worlds (FTI, EA 3328) and the laboratory Transcultures (EA 3327).

Science and Technology

It is headed by Gilles Taladoire, lecturer in computer science , and its secretariat as well as teaching the essentials of his teachings and offices on the site Nouville - Banyan.

This department offers 3 license endorsements "Science, Technology and Health:

  • in mathematics - informatics (MI): It is a fusion of licenses mathematics and computer science who already shared their lessons during the first two years, and some options in the third year. A common license was created in response to shortages of staff of licensed computer that forced the closure of the third year of this (introduced in 2005 ) from 2006. The first half of the first year is common with the license of physics - chemistry. A system of options implemented in the second half of the first year can specialize in one or the other disciplines of the License, or to keep training in another science .
  • in Physics - Chemistry : the lessons are shared with the MI license for the first half of the first year, and interdisciplinary options are implemented from the second half. The third year was finally opened in 2007 .
  • in Life Sciences and Earth : the first semester of the first year is common with that of the first year of medical school. Grade 3 offers students two possible routes: one route "business education" for those wishing to prepare for the CAPES and the assistance of a school teacher , and term "research" for those wishing to move towards a master's biology and biochemistry .

In addition to licenses for the opening 2003 of the first year of undergraduate medical education (CDR 1) , in three semesters, the first semester is common to 1 (1 st in first year) and 3 (1 of second year) of the license SVT. The first year prepares to contest CDR then either continue to study medicine at the faculty of the University Pierre and Marie Curie and thus to the University Hospital of Pitie-Salpetriere with which the University of New Caledonia works to the teachings of CDR 1 or dental studies at the Faculty of Dentistry of the University Paris Descartes in Montrouge , whether at school for midwives of the Hospital Saint-Antoine in Paris , is finally the National School of Physiotherapy and Rehabilitation (ENKRE) at the National Hospital of Saint-Maurice .

Licensed professional " computer systems and software , optional Developer Application Intranet / Internet , forming developer specializing in object-oriented programming , is expected to open in September 2009. The department also includes all University degree scientific and technical (DEUST) offered by the university:

A professional master in environmental science is open since September 2009. Finally, the Department welcomes four laboratories which have the status of two host teams: Team for Research in Computer Science and Mathematics (ERIM EA 3791) and the Laboratory of Geosciences and Physics of Condensed Matter (LGPMC, EA 3325 ) expansion, plus the Laboratory Insular Life and the Environment (LIVE) and the Laboratory for the Study of living resources and marine environment (LERVEM).

Graduate School

The university has a unique doctoral program , created jointly with the University of French Polynesia and in partnership with those of the Meeting and the West Indies and Guiana. It is focused on the theme of ultra-marine island environments. It is headed by Henri Bonnel, university professor of mathematics.

Continuing Education

It is spread over three sites, all located in Noumea : dual Nouville west (Nouville-Banyan: Department of Science and Technology, Nouville Shop: Department of Law, Economics and Management, which takes its name from the fact that site is located in the former workshops of the prison ) and one in east Magenta (Department of Arts, Languages and Humanities).

The second phase of work would range from 2008 to 2011 , with the construction of new buildings to accommodate all teaching and services far more localized in Magenta, but also a sports hall (opened in 2008 ) and a larger dormitory. International Relations

For European universities outside France, the University of New Caledonia is part of Erasmus.

She is otherwise a member of the Agence universitaire de la Francophonie and thus participates in missions of development and education in the French Pacific. It is the single French academic center throughout the South Pacific Western, and welcomes students and Wallis and Futuna as well as ni-Vanuatu francophone.

Otherwise, each laboratory has its own network with metropolitan universities, European and the Asia Pacific region with which it regularly organizes conferences, seminars or conferences. The laboratory ERIM (Team for Research in Computer Science and Mathematics) has organized in 2005 the first Conference of Mathematics in the South Pacific in partnership with the University of French Polynesia , the University of South Pacific in Fiji and the IRD , with central theme of optimization and control. She then brought together 38 participants from 18 universities and research institutes from 8 different countries ( France , Australia , New Zealand , Japan , Fiji , Brazil , Hong Kong and Finland ).
