The University of Le Havre was officially inaugurated in 1984 by the Prime Minister at the time, Laurent Fabius. First lessons had held since 1967 but they depended on the University of Rouen.

The university offers many professional training courses, particularly with the ITU as it enjoys the support of businesses in the valley of the Seine.

In 2009-2010, 7,040 students were enrolled in one of three university campuses: Lebon, and Frissard Caucriauville. 284 lecturers and 115 secondary school teachers are employed. The university's budget in 2005 amounted to 69 million euros (37.5 million payroll on the state budget).

Since 2005, the president is Camille Galap.
