Syndicat Intercommunal
A union of municipalities or municipal association is an association of municipalities to cooperate on works or services of intercommunal. With a proper structure managed independently and is governed by regulations and laws that establish the legal and regulatory frameworks.

In France , the union of Commons is the most flexible structure for inter-municipal cooperation. This form of cooperation is governed by the legislative sections the general code of local authorities, article L.5212-1 provides that: "The union of municipalities is a public intercommunal cooperation involving the common view of works or services intermunicipal interest. "
Unions are divided into three categories:
- Syndicat intercommunal vocation unique (SIVU);
- Syndicat intercommunal vocation multiple (SIVOM);
- Joint union.
Skills unions are generally related to activities in networks , such as collection and processing of household waste, energy distribution , electronic communications, the operation of a computer resource center.
The report on "Solidarity and Performance December 2006, addressed to the Minister for the Budget and State Reform by Pierre Richard , chairman of the board of directors of Dexia , has recommended the abolition of municipal associations, unless otherwise prefectural.
