Palestinian Legislative Election Of 2006

The poll of Palestinian legislative elections in 2006 was held on January 25 to elect the new Palestinian Legislative Council. The previous meeting of this election date 1996. This election has been postponed several times because of the situation in Israeli-Palestinian conflict. Voters in the Gaza Strip , the West Bank and east Jerusalem were called to the polls by the Palestinian Authority.
The new Legislative Council consists of 132 seats, against 88 in the previous one. Half of the representatives are chosen by proportional representation.

Political background
The meeting was dominated until 2006 by the movement Fatah of Palestinian President Yasser Arafat and Mahmoud Abbas. The main opposition movement is the Islamist Hamas , which had not participated (boycott), 1996 ballot.
Fatah
Fatah holds 68 of 88 seats. However, internal divisions are evident in the movement and new personalities have emerged in the "young guard" and protest against corruption of the party, or as Marwan Barghouti , but he is serving a prison sentence in Israel , being condemned to its responsibilities within the Tanzim and Brigades of Martyrs of Al Aqsa-Fatah armed structure). His new faction, Al-Mustaqbal , must initially submit Barghouti as the head of the list. Negotiations between the two current lead, the 28 December 2005 , a single list with Barghouti to top the list, despite the profound differences that continue to oppose them.
The Old Guard and Al-Mustaqbal rally in Fatah. Their reconciliation is seen by many observers to be motivated by a fear that a victory of the Islamist movement Hamas, which is their main rival.
Hamas
Hamas refused to participate in Palestinian legislative elections of 1996 in protest against negotiations with Israel, has never been represented in the Palestinian legislative council. This movement does not recognize Israel's right to exist and therefore considered illegitimate the Palestinian Authority created by the Oslo Accords.
After considerable success in Palestinian municipal elections of 2005 , the prospect of a new legislative council dominated by Hamas scares most Western governments who usually consider a group terrorist. These governments are also those who provide the bulk of foreign aid in the budget of the Palestinian Authority.
Independent Palestine
A third list appears in the elections under the lead candidate Mustafa Barghouti , a distant relative of Marwan Barghouti. This list would propose a third way for the silent majority does not favor Palestinian "or fundamentalism of Hamas nor the autocracy and corruption of the Fatah party in power."
The program of this new movement promises to fight against corruption, calls for the dismantling of what is called the Apartheid Wall and to be democratic and independent.

Israel said its opposition to holding elections in Jerusalem was not motivated by a question of sovereignty over the city (Palestinians in Jerusalem could vote in 1996) but by a concern about the participation of Hamas (and by potentially winning) elections.
