In Israel , a local board ((he) : is a town that has not yet reached the status of town (), which requires, among other things, a certain level of population.
The Minister of Internal Affairs has the power to decide whether a municipality is able to become a city. The Minister must seek the views and wishes of residents of the town, who may decide that it is a local board, even if all the criteria to become a town filled. Thus, despite its population of over 30,000 inhabitants, Ramat Ha-Sharon has become a city until 2002 because of the will of its inhabitants to preserve an image of small town.
