The Graduate School of Public Health (EHESP), whose headquarters is located in Rennes on CAMPUS , trains future senior French and foreign, the public health and contributes to public health research at national and International. She was born from the merger of the former National School of Public Health (ENSP), established in 1945 and the University on 1 January 2007. This large institution .     The birth of the NPHS in Paris

    After the Second World War , the Fourth Republic starts major reforms on the welfare and the Department of Public Health and Population decides to train managers who will ensure implementation of these new policies that will intended to outline an administrative health monitoring.

    The National School of Public Health (ENSP) depends primarily on the National Institute of Hygiene (later INSERM ). It is created by ordinance of 19 October 1945 to reorganize the Department of Public Health (art. 13) and aims to provide advanced training of physicians, pharmacists and health technicians on topics directly but medical as administrative. Its first director was Dr. Daniel Santenay.

    An order of May 9, 1949 it will host foreign scholars. A ministerial order of February 26, 1958 created a joint degree from the Department of Health and Ministry of Education called "State diploma in public health" and for physicians.

    The context will foster specialization of the school on legal and administrative matters, far beyond simple matters of hygiene. Thus, the NPHS became a school application and development and skill for managers of departments in the field of health and social work.

    The arrival of the ENSP Rennes

    However, the school does not have at the time of a real permanent teaching staff.     The school continued to train senior officials from health and social sector, although the share of school intervention has varied over time, for example, training of inspectors of health and social affairs (IASS ) or specialization as manager and organization (HAI-RIO), sometimes organized with the Regional Institute of Directors of Lille. However, the ambitions of opening up the research and higher education were high but were partly disappointed. The new institution would be, for example with two teams INSERM, one in social sciences and one in public health (they were finally created elsewhere). The first director wanted the medical school assistant teacher of public health spend by the NPHS, which was not realized. The Minister of Social Affairs objected that even the University of Rennes I issue a doctorate in collaboration with the school.     The birth of EHESP

    Informed by the report of the IGAS / IGAENR concerning the establishment of the Graduate School of Public Health (EHESP) , Act No. 2004-806 of 9 August 2004 concerning the public health policy (Art. 84-87) established the new school as an institution public scientific, cultural and professional , according to the status of major institutions of the Education Code. She succeeds automatically to the former NPHS (art. 86) and includes all of its missions in the expanding fields of higher education and traditional academic research (masters and doctorates). However, it took a lot of thought, embodied in particular by handing over Hardy (above) and a consultation with key socio-professional, so that the decision to create EHESP was finally adopted by the Cabinet on Wednesday December 6, 2006, upon recommendation of Health Minister, Xavier Bertrand.

    Decree No. 2006-1546 of 7 December 2006 and reflects the legal transformation of the school to come into force on 1 January 2007. It embodies the reconciliation of the National School of Public Health (ENSP) and the University by conferring jurisdiction as of right in higher education.

    Article 3 of Decree provides, inter alia: (EHESP) "Provides higher education in public health and to that end, she leads a national network promoting the pooling of resources and activities of different public and private bodies and may, alone or jointly with other institutions of higher education, be authorized by the Minister of Higher Education to issue national diplomas after a national evaluation periodically renewed, the school may also issue own degrees in the conditions fixed by the Rules of schooling.     The new school aims to network existing skills. As emphasized in the explanatory memorandum to the 2004 law, physicians were trained in public health as part of their core curriculum and through a chain of boarding. In addition, employees were trained through a vocational school, the NPHS does not issue diplomas recognized at European level. These devices were not sufficiently coordinated, artificially compartmentalized and quantitatively inadequate.     Missions

    EHESP missions were established by the public health law of August 2004 (art. 84) and codified in section L. 756-2 of the Education Code and Article L 1415-1 of the Public Health Code :

    Sectors officials

    Hospital Director (DH)

    The hospital director audience is recruited by national competition, Class A +. He completed training combining theory and practice of 27 months, provided by the EHESP.     Inspector of Health and Social Studies (IASS)

    Pharmacist Inspector of Public Health (PHISP)

    Sanitary Engineer (IES)
