A Public Scientific Cultural And Professional
The public research institutions and higher learning French may have more status. That of A public scientific, cultural and professional (EPSCP) is given to some of them. Universities and some fifty other institutions (mainly large engineering schools) have that status. They enjoy considerable autonomy in relation to other public institutions.

Overview
History of concept
The concept is based on the law Faure , adopted following the events of May 1968. In this text, the term used is that of a public scientific and cultural (EPSC). "Universities are public institutions and scientific and cultural, enjoying legal personality and financial autonomy . A scientific council is also expected .
The Act of January 27, 1984 said Savary law makes several changes to the system. It provides that the various provisions relating to higher education can be extended to other ministries than Ministry of Education. Title III of the Act is devoted to public institutions involved in scientific, cultural and professional, words added by the new law. "The public institutions involved in scientific, cultural and professional institutions are national higher education and research enjoying legal personality and autonomy of educational and scientific, administrative and financial . "
Article 24 of the Act sets out the different types of EPSCP (see below) and also creates the notion of large institution.
The law on the freedoms and responsibilities of universities (2007) has somewhat altered this device, especially for universities.
Operation
Public institutions involved in scientific, cultural and professional are public institutions providing research and higher education, and enjoying legal personality and autonomy of educational and scientific, administrative and financial management. They are currently subject to the provisions of Title I of Book VII of the Education Code.
These institutions are managed in a democratic way with the assistance of all staff, students and external members. They define their goals in a four-year contract with the state and are controlled by the reporting agency for research and higher education The EPSCP are created by decree and subject to statutes which are voted by the authorities of the institution or fixed by Order in Council of State for higher teacher , the large institutions and French schools abroad .
The EPCSCP are subject mostly to judicial review , exercised in a concentrated way by the Director of Education . In the case of teacher training colleges, major institutions and French schools abroad, control of legality can be given directly to the Minister of Higher Education or another minister. The EPCSCP can benefit from "greater responsibilities" for the Pcresse law .
These schools are funded primarily by two modes:
- a general operating endowment established according to national criteria as needed
- allocation according to a contract with the State (contract facility) .
The EPSCP now have the ability to create university foundations or be transferring ownership of their property .
Types of EPSCP
The law establishes different types of EPSCP, which are described below.
Universities and National Polytechnics
The 80 universities and two polytechnics National Institutes EPSCP form. They are led by a president and administered by a board of directors. The universities the bachelor, master and doctoral and medical courses. They also participate in national research.
Institutes and schools are not part of universities
These schools and institutes with a board of directors, assisted by a scientific council and a board of education and university life. Chairman of the Board of Directors is elected from among persons outside. The director is appointed by the Minister of Higher Education for five years . The following institutions have this status :
- the central schools (excluding the Central School Paris who has the rank of major institution):
- the engineering school of Saint-Etienne ;
- the National School of Arts and textile industries ;
- the national institutes of applied sciences :
- the Higher Institute of Mechanical Paris ;
- the universities of technology :
The National School of Public Works of the State but also that status is under the Ministry of Equipment .
Major facilities
Twenty large institutions for various tasks make up this group. In general, they welcome students from second and third cycle. Some recruit primarily or exclusively on competition, others on record. Some issue the usual qualifications ( Masters , PhD ), other diplomas own, others do not issue diplomas. Some allow for tailored training courses with multidisciplinary high as the Conservatoire National des Arts et Metiers. Other students do not receive at all and devote themselves to research. Large institutions typically have a board and a director appointed by the Council of Ministers.
French schools abroad
There are five French schools abroad, hosting of researchers working on specific research topics considered countries, mainly in history , archeology , linguistics. These schools aim to provide a material and intellectual favor such research, including the presence of resource materials in French. Some of these schools can also provide accommodation for researchers.

- Casa de Velzquez in Madrid
- French School of Athens ,
- French School of Far East ,
- French School in Rome ,
- French Institute of Oriental Archaeology in Cairo.
The higher teacher
The three teacher training colleges are public schools that accept students on student-aid officials. They are issuing doctorates, masters, and sometimes a degree of own institution. Their students receive research training through research and can pass the aggregation. SLAs are equipped with a board of directors and a scientific council and headed by a director appointed by the Council of Ministers. This status relates to the following institutions :
